However, I’d like to remind out that the rarity of the heroes (SSR, SR, and R) is highly important in the game before we go into the Top War Best Heroes Tier List. How many soldiers can fight beside a hero depends on their rarity (SSR heroes can take a lot more troops than R heroes). The fact that all of the top-tier heroes are SSR is not surprising as a result.
All you need to do to obtain SSR heroes is to keep playing the game; even if you do so for free, you will eventually acquire some.
